Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Medium Indoor commercial cannabis license submitted on October 7, 2024, by Northwestern Flower Company LLC. The Project will consist of cultivation of a total canopy of 21,800 sq ft. The parcel is developed with an existing two-story 19,200 sq ft building that currently accommodates 9,600 sq ft of cannabis cultivation. The expansion is proposed to occur in two phases. Phase I will include a 60’ x 200’ building (B2) accommodating approximately 6,480 square feet of cultivation. Phase II will include three additional buildings, B3, B4 and B5. Buildings B3 and B4 will be 60’ x 100’ (6,000 square feet each) and will accommodate approximately 3,240 square feet of cultivation each. Building B5 will be 60’ x 60’ and will be used for drying, processing and storage

Reasons for Exemption
The project fits within the parameters included in CEQA Guidelines Section 15061 (b)(3). Section 15061(b)(3) of the CEQA Guidelines states that CEQA review applies to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the project is not subject to further CEQA review. Department staff reviewed the project for potential impacts to the environment, and no impacts were identified to occur as a result of the proposed project.
Because the record evidence shows with certainty that the Department’s issuance of a license will not bring about any physical change in the environment and will not have the potential to cause a significant effect on the environment, the Project is exempt from CEQA review under the common sense exemption of CEQA Guidelines section 15061(b)(3).
