Reasons for Exemption
The proposed project consists of the establishment of an advanced manufacturing facility within an existing industrial-zoned area on property owned by the Port of West Sacramento. The project ls consistent with the City of West Sacramento General Plan 2035 and applicable zoning regulations, which designate the site for Industrial and employment-generating uses. Pursuant to CEQA Guidelines Section 15183, projects that are consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified are exempt from further CEQA review, except as might be necessary to examine project-specific effects not analyzed in the prior EIR. The impacts of the proposed use were analyzed ,in the certified West Sacramento General Plan 2035 Program EIR (SCH No. 2010082069). No project-specific effects peculiar to the site or use have been identified, and no new significant impacts or substantially more severe impacts would result from the project.
