Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Outdoor commercial cannabis license. The cultivation project is located at 530 Brady Rd, Hayfork, CA, 96041 (APN 014-450-013-000) in the unincorporated portion of Trinity County. The project site is zoned as Rural Residential. The project would develop up to 10,000 square feet (sf) of outdoor cannabis cultivation on a legacy site and construction of associated support buildings totaling 840 sf plus a 3112 sf green house space. The flowering canopy will be located in the ground with small hoops and the vegetative cultivation will be in a 10x10 ft shed as seedlings and cutting and in a 52 x 16 ft greenhouse in pots. The total flowering canopy area of the cultivation will not exceed 10,000 sf. Existing structures on the parcel include (2) 10 x 10 sheds, 40 ft shipping container, 52 x 16 greenhouse, and a 76 x 30 ft greenhouse. Associated cannabis support infrastructure will include (3) shipping containers, 2 (8 x 20foot) (640 sf) used for drying and processing (proposed), 1 (8 x 40 foot) (160 sf) used for drying and processing (present without BP), 1 (10 x 10 foot) (100 sf) shed for chemical storage (present without BP), 1 (10 x 10 foot) (100 sf) used for vegetative space and processing (present without BP), and finally a 30-foot by 30- foot (900 sf.)composting area (proposed). The total support area for the cultivation site will be (840sf). All power for cultivation activity is provided by grid connection with service provided by Trinity Public Utilities District (TPUD). Water for cultivation is provided by a permitted groundwater well with storage occurring in (1)5000-gallon tank, (1) 2500-gallon tank, (1) 1000-gallon tank, and (1) 500-gallon tank. The onsite septic system would serve the project’s wastewater need.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
