Document Description
The Oceano Airport (L52) proposes a seal coat maintenance project that includes an emulsified asphalt seal coat surface treatment applied to the asphalt surface of the runway and taxiways. A seal coat is an application of a specially formulated asphalt emulsion of natural and refined asphalt materials, water, and a polymer additive to an existing asphalt pavement surface. The seal coat is necessary to maintain the existing runway in compliance with Federal Aviation Administration (FAA) regulations. The seal coat is considered general maintenance and repair activities, will be confined to non-sensitive areas, will not result in any addition, enlargement, or expansion of existing facilities, and will have no significant impact on public access, Environmentally Sensitive Habitat Areas (ESHA), wetlands, or public views to the ocean.
