Document Description
Nature of the Emergency: On 3/12/25, a waiver of emergency permit requirements was issued to Olympus Terminal, LLC to allow immediate action to be taken to address an active crude oil leak from an underground pipeline. Subsequent actions are now required to replace contaminated storm drain pipe and perform remedial cleanup of the affected area.
Cause Of Emergency: Underground crude pipeline leak. Remedial, Protective, Or Preventative Work Required: Phase 1: Excavate along the railroad Tracks and Pico Avenue to complete remediation and replacement of a perforated storm drain and backfill/compaction to grade; Phase 2: Collect background soil samples for testing to establish baseline levels of material in the soil and conduct the baseline track monitoring survey. Remediate the soil from the center of Pico Avenue to the eastern curb until all oil is removed. Phase 3: Continue remediation north of Phase 1 location until the perforated drainpipe is replaced as needed due to contamination.
