Document Description
A General Plan Amendment/Policy Plan Amendment to adjust the boundary between Medium Density Residential 5-20 du/ac (MDR) and Commercial (C) and corresponding Zone Change to adjust the boundary between Joshua Tree/General Commercial-Sign Control Primary (JT/CG-SCp) and Joshua Tree/Multiple Residential (JT/RM) within a parcel. The proposed Project consists of a General Plan Amendment (GPA)/Policy Plan Amendment and corresponding Zone Change (ZC) within the subject property (APN 0602-371-06). The Project site occupies 40 gross acres of undeveloped land in the unincorporated community of Joshua Tree, San Bernardino County, California. San Bernardino County is the lead agency for compliance with the California Environmental Quality Act (CEQA) and for considering the GPA and ZC applications. Currently, the Project site is dual-zoned for residential and commercial development. Seven acres on the south side is designated as Commercial (C) and zoned as Joshua Tree/General Commercial-Sign Control Primary (JT/CG-SCp). The remaining 33 acres of the site is designated as Medium Density Residential 5-20 du/ac (MDR) and zoned as Joshua Tree/Multiple Residential (JT/RM). The proposed GPA and ZC will increase the area under the Commercial land use category and JT/CG-SCp land use district (zoning) from 7 acres to 16 acres, and decrease the area under the MDR land use category and JT/RM zoning from 33 acres to 24 acres on the subject site. Details are shown in Table 1 below and in Exhibits 4 and 5. The GPA and ZC for the subject site have been requested following the completion of a Letter of Map Revision (LOMR) with the Federal Emergency Management Agency (FEMA) prepared for Joshua Tree Creek, which was approved on March 21, 2023 (see Appendix D). The proposed boundaries of the commercial and residential land uses correspond to the approved realignment of the creek. Details on the LOMR are explained below under existing site conditions and shown in Exhibits 6 and 7.
