This project will install ion exchange canisters and related piping and appurtenances at the existing Cedar Glen Water Treatment Plant (CGWTP). The new equipment will remove PFAS from drinking water. The new equipment will be installed in an existing building, but will require installation of a larger exterior roll-up door. This is a standalone project with independent utility because the CGWTP operates independently and its water is sampled independently not blended, pursuant to the terms of the District's 10. 11. 12. Lead Agency Contact Person: Telephone: l drinking water permit. 1 The project is exempt from CEQA under the Class l exemption for l the minor alteration of existing public structures, facilities, and ! mechanical equipment. (CEQA Guidelines section 15301.) There j is no expansion of either a fo1mer or existing use of CGWTP. ! The project is also exempt under the common sense exemption (CEQA Guidelines § 1506l(b)(3)) because it can be seen with certainty that there is no possibility that the project may have a significant adverse effect on the environment. The equipment is designed to improve the environment by removing PF AS from drinking water. Installing the equipment in an existing building at CGWTP will not cause a significant impact given the limited scope of the installation work and the use of CGWTP will not expand. ! None of the exceptions listed in CEQA Guidelines section 15300.2 apply. The location exception in section l 5300.2(a) does not apply to the Class I exemption. The cumulative impacts exception in section l 5300.2(b) does not apply because ( 1) this project will have , a positive impact on the environment in that it will remove PF AS ! from drinking water; and (2) the District is contemplating only one ! other, separate PFAS removal project, at the Bernina Water l ) Treatment plant, which will also have positive impacts on the ! environment by removing PFAS. As such, the cumulative impact ! of these two projects will not have a significant adverse effect on ! the environment. The significant impacts exception in CEQA ! Guidelines section 15300.2(c) does not apply because there are no unusual circumstances related to the project or the site and there is no possibility of any significant impacts due to unusual circumstances, because of the limited nature of the project. Specifically, the project would add new equipment lo an existing building and change an exterior roll-up door. The scenic highway exception in CEQA Guidelines section 15300.2(d) does not apply because there are no scenic resources on the project site and j because of the limited scope of the project. The hazardous waste ! exception in CEQA Guidelines section 15300.2(e) does not apply because the site is not listed on the Cortese-Knox list. Finally, the historical resources exception in CEQA Guidelines section J 5300.2(t) does not apply because there are no historical resources on site.
