Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 10/30/2025, by Everett Washington. Black Eden 420 applied for a Microbusiness License in an existing facility. The proposed project will operate a Microbusiness license within an existing building at 1750 California Ave., Suite# 109, Corona, CA 92881 (APN 107-160-019). The Project will operate a unit in a multi-tenant facility with approximately 1675 total square feet. The Project will conduct non-storefront delivery, distribution, and infusion manufacturing. The manufacturing activities include infusion of cannabis to produce edibles and pre-rolls. City of Corona currently supplies water to the Project Site and electricity is provided through Southern California Edison. The Project proposes no expansion of square footage. Interior and exterior modifications are minor with no changes beyond existing use proposed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption Project. Class 32 Categorical Exemptions consist of infill development within urbanized areas. This class consists of environmentally benign infill projects which are consistent with local general plan and zoning requirements. This class is not intended to be applied to projects which would result in any significant traffic, noise, air quality, or water quality effects. The Project involves the use of an existing industrial building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
