Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 9/9/2024, by Long Truong. LTSA Group LLC, applied for a Distribution License in an existing multi-use facility. The Proposed project will operate a Distribution license within an existing building at 730 E. Dyer Rd., Santa Ana, CA 92705 (APN 411-141-10). The distribution will occupy an existing building with a total square footage of approximately 4,860 square feet. Water is supplied to the Project by City of Santa Ana Municipal Utilities and power will be supplied by Southern California Edison. Building modifications are minimal and no changes beyond existing use are proposed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing multi-tenant building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
