Agricultural Erosion Control Plan #P24-00316-ECPA for earthmoving associated with redevelopment and replanting of 4.9 gross acres (3.9 net planted acres) of existing vineyard, trellis and irrigation systems, including construction of limited benching and terraces, replacement of infrastructure, and the earthmoving activities associated with the installation and maintenance of erosion control measures. The three (3) vineyard blocks to be replanted were developed prior to the adoption of the Conservation Regulations. The project includes removal of existing vineyard planted without benefit of a permit and restoration of the approximate 1.56-acre area to oak woodland. The project area is located on mild to steeply sloping land (slopes ranging 4% to 31%) within the Agricultural Watershed zoning district and within the York Creek drainage of the Napa River watershed.

Reasons for Exemption
Project is the grading, earthmoving activities, removal of some of the existing benches/terraces and replanting the existing three (3) vineyard blocks developed prior to the adoption of the Conservation Regulations, and installation and maintenance of erosion and runoff control measures associated, and vineyard infrastructure with the replanting of mild to steeply sloping vineyard, entirely within the existing developed footprint. The project also includes removal of existing vineyards and restoration to native habitat within 1.56 acres. The area to be disturbed is not situated on a recognized hazardous waste site or in a biologically sensitive area and would not exacerbate any known landslide. This replant of existing vineyards and restoration to native habitat will not adversely affect cultural or scenic resources, or substantially interfere with the movement of wildlife. In addition, it will not contribute to increases in local off-site stream flows or sediment levels, or available wildlife habitat, or changes in other environmental parameters. The vineyard and restoration area would continue to be irrigated by raw water from the City of St. Helena Lower Reservoir; as such the project would not result in reductions in groundwater recharge or groundwater levels. Finally, there are no unusual circumstances associated with this replant that would cause it to have a significant effect on the environment (see project file in the office of the Napa County PBES Department for the documentation supporting these conclusions).
