Document Description
The proposed project would involve the placement of temporary shoreline stabilization measures to protect existing wetland habitat by the San Diego Unified Port District (District) in the city of Chula Vista, California. In 2011, concrete mattress demonstration treatments were installed to address and inform erosion protection at three different study sites at the Chula Vista Wildlife Reserve in South. San Diego Bay. Current conditions show significant scouring directly adjacent to the treatments, which are deteriorating and disassembled, with underlayment fabrics exposed and/or damaged. Limited to no vegetation has established along the shoreline since their installation. Work to specifically complete the proposed project would involve the placement of temporary sandbags at the high energy wave site, located on the western edge of the Chula Vista Wildlife Reserve. The District is currently conducting feasibility studies to identify a more appropriate and effective long-term solution to replace the failing existing treatment, but temporary shoreline stabilization measures are needed in the meantime. Without the temporary shoreline stabilization measures, additional scouring and shoreline erosion could result in a berm breach and adversely impact the adjacent salt marsh and the species that rely on that habitat, such as the endangered California Least Tern. Temporary shoreline stabilization measures would be placed by the District prior to the California Least Tern breeding and nesting season, and work would take approximately one (1) day to complete, with ongoing maintenance as needed. All proposed work would be conducted from the landside, and the existing concrete treatments would remain in place at each of the sites until a more appropriate long-term solution is identified.

The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities), 15304 (Minor Alterations to Land), and 15311 (Accessory Structures) and Sections 3.a.(1)(9)(13), 3.d.(2), and 3.i.(1) of the District’s Guidelines for Compliance with CEQA because it would consist of the placement of temporary shoreline stabilization measures that would involve no expansion of use beyond that previously existing, would result in no permanent effects on the environment, and would not involve the removal of mature, scenic trees.
