Reasons for Exemption
Consistent with transfers made by Glenn-Colusa Irrigation District (GCID) to Colusa Drain Mutual Water Company (CDMWC) annually since 1999, GCID will transfer irrigation tailwater to CDMWC for irrigation use. Tailwater transfers identical to those under the project have been occurring annually for more than two decades; the transfer agreement will allow these transfers to continue without change. Water transferred under the agreement is tailwater from irrigation that would not result in a new draw on the hydrogeologic system. No land will be fallowed within GCID as a result of the transfer, and the transfer will not result in any increase in groundwater pumping. The transfer will occur using existing facilities to irrigate existing cropland within CDMWC, consistent with established irrigation uses. The transfer qualifies for the following CEQA categorical exemptions: 15301 (Existing Facilities), 15304 (Minor Alterations to Lands) and 15061(b)(3) (General), and there is no possibility the transfer will result in a significant impact to the environment.
