The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Volatile Manufacturing License submitted on 04/23/2018 by Matthew VanBenschoten. The Project will consist of a cannabis volatile manufacturing facility located at 70 commerce lane, Unit A, Cloverdale, CA 95425. The APN is 116-310-077-000. It will operate out of an existing 20,000 SF building but only occupy 4000 SF for cannabis activities. It was previously an Auto Repair and Painting business but that ceased operations in 2014. It will operate in a light industrial zone surrounded by urban uses. The site does not have value as a habitat for endangered, rare, or threatened species. There would not be any significant impacts related to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services. The site is not visible from a state scenic highway, located on any Cortese List, would not result any significant adverse change to a historic resource, has no evidence of the potential for the project to contribute to a significant cumulative impact if all required fire safety protocols are followed, and no evidence of a reasonable possibility of a significant environmental impact due to unusual circumstances.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption Project. Class 32 Categorical Exemptions consist of the environmentally benign infill projects that are consistent with the General Plan and Zoning requirements. This class is not intended for projects that would result in any significant traffic, noise, air quality, or water quality impacts. This exemption is not limited to any use type and may apply to residential, commercial, industrial, public facility, and/or mixed-use projects. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
