Document Description
The Main Street, Patrick’s Point Drive, and Westhaven Drive Pavement Rehabilitation Project consists of pavement rehabilitation of the entire length of Main Street, and portions of Patrick’s Point Drive, Westhaven Drive, and Scenic Drive within City Limits, in Trinidad, CA. The existing pavement these streets is exhibiting signs of pavement distress and failure. The roadways are the backbone of the City’s transportation network and pavement failure would result in significant social and economic impacts to the community (including residents, businesses, and visitors). The purpose of the project is to rehabilitate and extend the useful life of the roadway pavement on the identified streets. The project includes the replacement of asphalt concrete surfacing (i.e., digouts), edge and conform grinding, hot mix asphalt (HMA) paving, adjusting utility covers, signage, aggregate shoulder backing, thermoplastic pavement striping and markings. The project also includes the replacement of concrete sidewalks, driveways, and curb ramps on the south side of Main Street, between Trinity Street and View Avenue.

All project components are categorically exempt under Section 15301c – Existing Facilities. Existing streets, utilities, signage, and crosswalks are facilities that will be repaired and treated with minor alternations. These are existing public facilities involving negligible or no expansion of use, and all work would be within the road right of way. In addition, the project does not meet any exceptions to the exemptions (Section 15300.2).
