Reasons for Exemption
The Project is categorically exempt in accordance with CEQA Guidelines §15303, Class 3, pertaining to new construction of limited numbers of new, small facilities or structures and installation of small new equipment and facilities in small structures. This exemption is applicable because the Project involves construction of a new small facility with small equipment (i.e., freestanding monopole WTF), and there are no unusual circumstances that would preclude the use of this exemption. None of the Exceptions to the Categorical Exemptions listed in CEQA Guidelines Section 15300.2 apply to this Project. The Project is not located in a sensitive, designated, or precisely mapped environmental resource area, and the Project is not a historical resource or located within or near a scenic highway. Furthermore, the Project is not a mapped hazardous waste site and is not expected to have a significant effect on the environment due to any unusual circumstances.
