Document Description
The project involves installation of approximately 1,160 linear feet of 8-inch polyvinyl chloride pipeline, 4-inch and 6-inch laterals, and service connections to replace the existing pipelines that provide recycled water to commercial complexes in the Park Plaza development. The project also includes removal of a segment of existing asbestos cement pipeline, abandonment of the remaining existing asbestos cement pipeline in place, and removal of minor existing vegetation. Reasons for Exemption
The proposed project is exempt from the California Environmental Quality Act (CEQA) because the action involves installation of replacement pipelines and appurtenances on the same site as the existing infrastructure and the replacement infrastructure will have substantially the same purpose and capacity as the existing infrastructure, as authorized under the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15302 (Class 2 “Replacement or Reconstruction”). Class 2 exempts from CEQA review any project involving replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, such as the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. In addition, pursuant to Section 15300.2 of Title 14 of the California Code of Regulations, none of the exceptions to the use of a categorical exemption under CEQA are applicable.
