Document Description
The Maintenance Dredging at B Street Cruise Ship Terminal Project (Project or proposed Project) consists of maintenance/knockdown dredging of an estimated 26,000 cubic yards (cy) of material. The B Street Pier Cruise Ship Terminal is located in north San Diego Bay along the eastern shoreline; dredging activities would occur on the north and south sides of the pier. Maintenance/knockdown dredging activities are needed due to cruise ships moving into and out of the berths causing scour pits and high spots, reducing the berth depth to -28’ Mean Lower Low Water (MLLW). The proposed project will remove accumulated sediments to -33’ MLLW, by moving an estimated 26,000 cy of material from high spots which will then be placed into adjacent scour pits nearby, increasing navigational safety for cruise ships. The original navigational design depth of the B Street Pier Cruise Ship Terminal is -37’ MLLW. Sediment quantities to be removed and placed into adjacent scour pits, include 5000 cy with 5500 cy of over depth along the north berth and along the south berth 5000 cy with 9500 cy allowable over depth.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land) and Sections 3.a.(2) and 3.d.(3) of the District's Guidelines for Compliance with CEQA because it would involve no expansion of use beyond that previously existing and would not result in a significant cumulative impact due to the continuation of the existing use; the proposed Project would result in no permanent effects on the environment, and would not involve the removal of mature, scenic trees. Sections 3.a.{2) and 3.d.(3) of the District's CEQA Guidelines are as follows: 3.a. Existing Facilities (SG § 15301) (Class 1 ): Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing, including but not limited to: (2) Periodic maintenance dredging which involves negligible or no expansion of the existing water use areas or facilities. AND/OR 3.d. Minor Alterations to Land (SG § 15304) (Class 4): Includes minor alterations in the condition of land, water and/or vegetation not involving removal of mature, scenic trees, including, but not limited to: (3) Minor dredging projects resulting in negligible or no change in the existing type of benthic habitat, limited to dredging depths remaining within the existing boundaries of either intertidal, shallow, or deep subtidal benthic regimes
