Document Description
The County of Riverside Transportation Department proposes to provide slurry seal treatment to existing pavement surfaces on various roads and replace noncompliant curb ramps throughout unincorporated locations in Districts 1, 2, 3, 4 and 5 of Riverside County. Slurry seal treatments consist of an application of a mixture of asphalt emulsion, aggregate (very small, crushed rock), water, and other additives over the existing asphalt pavement surface. The treatments are provided as preventative maintenance to extend the life of the pavement and postpone more costly pavement rehabilitation. Slurry seal treatments seal cracks, restores lost flexibility to the pavement surface, provide a new black pavement surface color, and help preserve the underlying pavement structure. The Chip seal treatment adds a layer of "chips" or small crushed rock, over the slurry seal as a "wearing course" in areas of higher vehicles traffic. Micro-surfacing is similar to slurry seal. It consists of the application of a mixture of water, asphalt emulsion, aggregate (very small, crushed rock), and chemical additives to an existing asphalt concrete pavement surface. Micro-surfacing contains chemical additives which allow it to break without relying on the sun or heat for evaporation to occur. The work also involves replacing non-compliant curb ramps, removing, and replacing thermoplastic crosswalk and pavement markings/paint traffic stripes and other work as may be required.

Reasons for Exemption
The proposed project does not require additional right of way nor temporary construction easements. The project will extend the life of the pavement of the treated roads, which is a benefit to the traveling public. The project consists of maintenance and repair of an existing public road. There is no expansion of use of the road as a result of the project. This project is subject to compliance with the Western Riverside County and Coachella Valley Multi-Species Habitat Conservation Plans (MSHCP). In accordance with Section 7 of the Western Riverside County and Coachella Valley MSHCP, necessary operation and maintenance along existing roadways are considered a covered activity outside/inside of cell criteria area/conservation areas. This project is considered to be an operation and maintenance. therefore, it is a covered activity under the Western Riverside County and Coachella Valley Multi-Species Habitat Conservation Plan (MSHCP). If tree and/or vegetation removal takes place during the migratory bird breeding season (February 1 - September 1 ), a preconstruction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act. The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following: Section 15301 (c)- Existing Facilities -The project proposes to provide slurry seal treatment to existing pavement surfaces on various roads and replace non-compliant curb ramps, remove, and replace thermoplastic crosswalk and pavement markings/paint traffic stripes located in unincorporated locations throughout Districts 1, 2, 3, 4 and 5 of Riverside County. The project in its entirety is consistent with Section 1530l(c) because it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
