Document Description
The project consists of approval of a 10-year license for non-exclusive right for Enterprise Rent-a-Car to use a portion of McClellan-Palomar Airport's premises to operate pick-up and drop-off delivery services. Licensee shall not use nor allow uses of airport's premises for purposes other than as outlined in the issued license. In accordance with the issued license, the authorized uses shall commence on the Effective Date as approved by County of San Diego, Airports Division.

Reasons for Exemption
Section 15301 of CEQA Guidelines categorically exempts CEQA review of actions consisting of the "operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination." The proposed action includes issuance of a license, allowing a car rental company to operate a delivery service. All uses identified in the license are restricted to the continued use of existing infrastructure and facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
