Document Description
The El Dorado Irrigation District (District) proposes to replace the valves and actuators for twelve filter cells at the Reservoir A Drinking Water Treatment Plant (Res A WTP) located in Pollock Pines, CA. Res A WTP is the District’s largest treatment plant delivering approximately two-thirds of the District’s water supplies on an annual basis. The Res A WTP treatment system includes a filter complex of twelve gravity filters and associated plumbing. The valves and actuators are at the end of their useful lives and actively leaking. Project activities will include demolition of existing mechanical and electrical components associated with the valves and actuators for all twelve filter cells and installation of new valves, valve actuators, and associated mechanical and electrical components. All construction activities will occur within the existing Res A WTP facility and involve no ground disturbing activities. The replacement of the valves will not increase or expand drinking water treatment capacity. Work is anticipated to occur in 2025 and 2026 during low demand periods for the Res A WTP to ensure plant production during project activities can meet customer demand.

Reasons for Exemption
The project involves the replacement of valves, valve actuators, and associated mechanical and electrical components within an existing facility that involves no expansion of existing or former use and where the new structure will be located on the same site as the structure replaced and have substantially the same purpose and capacity as the structure replaced. None of the exceptions to these exemptions, as identified under CCR, Title 14, Section 15300.2, apply to this project, including; located in an area of hazardous or critical concern, cumulative impact, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, and historical resources.
