Document Description
To minimize passenger rail service disruptions, OCTA is pursuing an emergency action to demolish the existing Mariposa Pedestrian Bridge and temporary barrier wall to construct a new debris catchment structure in areas at risk of severe bluff erosion. These areas only include those with a moderate to high potential for bluff erosion and landslides to impact the railroad right-of-way and obstruct/damage railroad infrastructure. The proposed catchment structure will be constructed within existing railroad right-of-way and would re-establish the Mariposa Pedestrian Trail.

Reasons for Exemption
The specific activities proposed for this project are covered under CEQA Statutory Exemption 15269 (b) and (c). This exemption from CEQA applies to the proposed emergency actions to publicly owned service facilities necessary to maintain essential transportation services to the general public. This exemption allows for emergency repairs that "include those that require a reasonable amount of planning to address and anticipated emergency” and further applies to "specific actions necessary to or mitigate an emergency." The purpose of the proposed action is to mitigate for areas with moderate to high potential to damage railroad infrastructure from landslides. Failure to act may render the railroad line out of service.
