Document Description
This project is a repower of a City of Roseville (Roseville) gas powerplant with much-cleaner gas generators provided by the California Department of Water Resources (DWR). (See SCH #2025040438.) Under DWR's State Power Augmentation Program, DWR is providing partial funding and equipment for the project. During the term of the contract between DWR and Roseville, the repowered plant will support the electric grid during grid emergencies and the plant will be restricted in runtime outside of those times.

Reasons for Exemption
DWR is providing partial funding and equipment to a repower of an existing approximately 40 year-old gas powerplant with cleaner generators, which is a "replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity." (Class 2(c).) The project will be in the same footprint as the existing Roseville powerplant. The existing Roseville generators do not have emissions control equipment, whereas the generators being used for the project have best available technology selective catalytic reduction equipment and therefore have significantly lower emissions.
