Document Description
The project is a license agreement between the County of San Diego and Carlsbad Unified School District for the installation of noise monitoring unit, consisting of a microphone and an enclosure box housing the noise monitoring device and modem. The enclosure monitor unit and microphone will be installed on a pole and require a 200W solar panel. The noise monitoring will operate 24 hours a day, 365 days a year, but will record only when a noise threshold and duration suitable for capturing aircraft noise, is exceeded. License also grants access to conduct annual preventative maintenance or ensure equipment is calibrated and operating properly, as needed. The license term will be five years.

Reasons for Exemption
The License Agreement Between the County of San Diego and Carlsbad Unified School District is categorically exempt from CEQA pursuant to Section 15303, New Construction or Conversion of Small Structures as it involves a license to install noise monitoring equipment on a pole that doesn’t involve significant amount of hazardous substance and would be located within a disturbed, landscaped area adjacent to an existing walkway. Further, no exceptions listed in CEQA Guidelines Section 15300.2 apply to the project. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
