Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 9/14/2018, by James Alves. Humboldt AF Cannabis applied for a Microbusiness License in an existing facility. The proposed project will operate a Microbusiness license within an existing building at 1131 Broadway, Eureka, CA 95501 (APN 004-025-010-000). The Microbusiness will occupy and improve an existing industrial building totaling 4200 square feet, with only minor interior improvements and no changes to existing use proposed. The Microbusiness License will operate the following cannabis activities: Distribution, Storefront Retail, and Manufacturing Type 6 Non-volatile solvent Extraction. The non-volatile manufacturing includes a mechanical process to extract kief without the use of solvents. Water is serviced by the City of Eureka and electricity is serviced by PG&E.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing industrial building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
