Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 4/9/2020, by Jaime Duenas for a Manufacturing Type Non-volatile Solvent Extraction; and approved a Cannabis License submitted on 5/7/2019 by Jaime Duenas for Distribution. Phire Laboratories & Distribution, Inc., applied for a Manufacturing Type 7 Volatile Solvent Extraction License and a Distribution License in an existing facility. The proposed project will operate a Manufacturing Type 7 Volatile Solvent Extraction license within an existing building at 3132 W. Adams St. Santa Ana, CA 92704 (APN 414-121-14). The project will operate a facility with approximately 9,288 total square feet. The Project will conduct volatile and non-volatile extractions for manufacturing of commercial cannabis products as well as distribution. The manufacturing and extraction areas comprise approximately 5,692 square feet and the distribution area is comprised of approximately 1,920 square feet. Santa Ana Municipal Utility Service currently supplies water to the Project Site and electricity is provided through Southern California Edison. The Project proposes no expansion of square footage. Interior and exterior modifications are minor with no changes beyond existing use proposed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption Project. Class 32 Categorical Exemptions consist of infill development within urbanized areas. This class consists of environmentally benign infill projects which are consistent with local general plan and zoning requirements. This class is not intended to be applied to projects which would result in any significant traffic, noise, air quality, or water quality effects. The Project involves the use of an existing industrial building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
