Document Description
Job Details: CRPC proposes to rework Vedder 43D WI in the Mt Poso field to improve well performance and/or condition.
Program Summary: MIRU workover rig, install and function test BOPE. POOH with tubing. If tight spots are encountered, mill/swage casing. RIH with 8-5/8” packer and unlatch at setting depth between 1676’ and 1776’. Isolate casing leaks with 6-5/8” to 8-5/8” scab liner (noncemented) from surface to +/- 50 ’ below the casing hole; final size reflected in well history. The scab will be anchored with a packer and will allow flexibility to remove the scab as needed. Run in with final tubing string and latch into 8-5/8” packer. Run a division-approved MIT part-1 test to validate casing integrity on repaired wellbore. RDMO; return to injection.
The rework is to return failed SAPT injector to injection.
Equipment: Temporary equipment such as pumps and return bins may be needed. No permanent facilities will be constructed. No expansion of associated facilities will be required. Various mobile temporary equipment will be used including, but not limited to, workover rig, etc., and vehicles to transport personnel and materials to/from the site. There will not be new ground surface disturbance associated with this project. Any waste materials will be properly disposed of in accordance with all applicable laws and regulations.
Project Location: County: Kern, Field: Mt Poso, Section 09, Township 27S, Range 28E, B&M: MD, Surface Location Latitude: 35.59732819 / Longitude -118.96771240. The proposed project is on an existing wellpad.
Environmental Setting: The current existing land use (and surrounding land use) of the proposed project is in an active oil field consisting of oil and gas wells.

Reasons for Exemption
The “Class 1” (14 CCR § 15301) exemption is applicable per the CEQA Guidelines and CalGEM’s regulations (14 CCR § 1684.1) because the proposed work consists of repair, maintenance, or minor alteration of an existing previously permitted well involving no expansion of former use. The Class includes, but is not limited to: remedial, maintenance, conversion, and abandonment work on oil, gas, injection, and geothermal wells. The well would maintain its existing well type and the use of the well would remain the same as before.

Reasons for Exemption
Class 2 applies because it consists of “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced[.]” Examples of Class 2 include, but are not limited to, “Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The proposed project is the rework, or replacement, of the existing wellbore which is needed to restore the well to its original functionality. The rework will be on the same site and would have substantially the same purpose and capacity as the well did before the rework. Additionally, no additional construction will occur.

Reasons for Exemption
Class 4 exemption applies. The proposed project would be conducted entirely on an existing pad with enough space to contain all equipment. The project would not disturb any undisturbed areas. The proposed project is located within an industrial area. Therefore, the proposed project “consists of drilling operations that result in only minor alterations with negligible or no permanent effects to the existing condition of the land, water, air, and/or vegetation.” The rework would not expand the facility.
