Document Description
A request by the San Luis Obispo County Office of Education (SLOCOE) for a Land Use Ordinance Amendment (LRP2023-00001) to allow for school district housing on a SLOCOE property (APN: 073-221-021). The project is located at 2450 Pennington Creek Road, on the east side of Highway 1, near the intersection of Gilardi Road and Education Drive in the County of San Luis Obispo. The site is in the San Luis Obispo Sub-Area North of the San Luis Obispo planning area. The proposed amendment will (1) add a definition to Land Use Ordinance Article 8 (Definitions) for ‘school district housing’, (2) amend Table 2-2 (Allowable Land Uses and Permit Requirements) under Land Use Ordinance Section 22.04.030, and would allow for residential use in Public Facilities (PF) land use category with approval of a Minor Use Permit (MUP) and when owned by a local education agency.

The project qualifies for the General Rule Exemption because the project involves an Ordinance Amendment and future proposed projects would be subject to discretionary review under CEQA. The project, and any future development in Public Facilities land use categories, will conform to the applicable General Plan and Area Plan standards, and no measures beyond those required by County Code are necessary to address the environmental impacts associated with the proposed project.
