Document Description
The project proposes to replace traffic signal systems at 11 locations, in San Joaquin County, on State Route (SR) 4, from Post Mile (PM) 15.87 to 17.72 and on Interstate 5 (I-5), from PM 30.00 to 30.01. The existing traffic signal systems at the proposed locations have exceeded their design life of 25 years. The project scope of work includes replacing or upgrading existing sidewalks and curb ramps, to be following the Americans with Disabilities Act (ADA), installation of accessible pedestrian signals, detectable warning surfaces, and shoulder backing.

Reasons for Exemption
The project is Categorically Exempt from the California Environmental Quality Act under Class 1(c) PRC 21084; 14 CCR 15301, as the scope of work is limited to the minor alteration of an existing facility. The project is not anticipated to affect any environmentally sensitive resources. The proposed project will have "no effect" on any animal or plant species listed under California or Federal Endangered Species Acts, California Species of concern, California Fully Protected Species, or CNDDB tracked wildlife species considered for environmental review. The project has no potential to affect historic properties and no potential to affect historical resources. The project will also include avoidance and minimization measures for less than significant impacts. This includes pre-construction surveys for migratory birds, raptors, western spadefoot toad and giant garter snake, a lead compliance plan, construction material handling requirements, and best management practices regarding potential chemical spills.
