Document Description
Eastern Municipal Water District’s (EMWD) Well 86 is a brackish well pumping to EMWD’s Desalination Complex that has indicated a slight decline in pumping performance through water samples collected in 2022 and an efficiency test performed in June 2024. The well’s current equipment has not received any maintenance since its installation in 2016. Rehabilitation for Well 86 would include mechanical cleaning and disinfection. The water-flush pumping system of the existing well would be converted into a water-lubricated system, which would eliminate the need to introduce pre-chlorinated water into the well during water production and lead to more accurate water quality samples. The purpose of the project is to restore the well’s production back to the design capacity of 2.1 MGD. Beneficiaries of the project are EMWD ratepayers.

Reasons for Exemption
Implementation of the proposed project would result in the repair and maintenance of an existing public structure with no expansion to the brackish well’s design capacity.
