EAST COUNTRY CLUB RESURFACING 2025 Project Description Project Location: Del Rio Drive; Delaware, Dennis, Hogue, and Nina Avenues (Plymouth Road to Stockton City Limit; La Jolla Drive to North End). See attached Vicinity Map. Project Justification: Del Rio Drive was part of the Mission Village No. 3 subdivision construction in 1954. Delaware, Dennis, Hogue, and Nina Avenues were part of the Mission Village No. 4 subdivision construction in 1954. The roadways of Mission Village were constructed 28 feet wide with curb, gutter, and sidewalk. The roads were periodically maintained by County Road Maintenance with occasional repairs as well as being part of a cyclical seven-year Slurry Seal Program beginning in 1981. Records show Dennis Avenue was resurfaced in 1972 with 0.08 feet thick of asphalt concrete. Delaware, Dennis, Hogue, and Nina Avenues were slurry sealed as part of the East Country Club Reconstruction, Phase 1 project. All roadways have high percentage of alligator, longitudinal, transverse, and block cracking with rutting in the wheel paths. Failed areas of existing curb, gutter, and sidewalk with more than 0.08-foot vertical separation are scattered throughout the project limits. Scope of Work: The project will consist of: 1. Cold planing existing roadway (28 feet wide) to a depth of 0.25 feet and place 0.25 feet of Hot Mix Asphalt (HMA) (Type A). 2. Repairing all structural failure areas with full depth 0.50 feet of HMA (Type A). 3. Adjusting frames and covers to finish grade. 4. Removing and replacing approximately 517 linear feet of failed curb, gutter, and sidewalk. 5. Removing all part-circle culverts, driveway pipes, and steel plates in gutter. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
