Alternately, the MAA is exempt under the common-sense exemption CEQA Guidelines section 1561(b)93), and in the alternative, the MAA is statutorily exempt pursuant to Public Resources Code section 21080(b)(2)-(4). Further, any actions that might be taken under the MAA are categorically exempt from the section 15301-15303 as noted above.
