Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Retail and Distribution License submitted on 01/18/2020 and 01/30/2021 by Robert Groesbeck. The Project will consist of a cannabis retail and distribution facility located at 3400 West Warner Avenue, Unit A & B, Santa Ana, CA 92704. The APN is 414-131-59. The general plan designation is commercial Light Industrial. It will operate out of an existing building where unit A occupies 25,629 SF and unit B occupies about 14,000 SF. The lot area is 2.84 acres. The surrounding areas hold no value as a habitat for endangered, rare, or threatened species. The project would not have significant impacts related to traffic, noise, air quality, or water quality. The on-site utilities are adequately available to serve the facility. The project does not require a water right permit or another environmental permit. The project is not visible from an official state scenic highway, on the cortese list, would not affect a historic resource, contribute to a significant cumulative impact, or have reasonable possibility of a significant environmental impact due to unusual circumstances.

The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption Project. Class 32 Categorical Exemptions consist of the environmentally benign infill projects that are consistent with the General Plan and Zoning requirements. This class is not intended for projects that would result in any significant traffic, noise, air quality, or water quality impacts. This exemption is not limited to any use type and may apply to residential, commercial, industrial, public facility, and/or mixed-use projects. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
