The applicant requests a modification to Coastal PD Permit No. 1576 be granted to authorize the construction of a 21.5 foot tall - 2,000 sq. ft. detached accessory structure (garage). The request seeks to expand the existing fuel modification zone (FMZ) from 100 feet to 300 feet to the south and east of legally established structures, and up to 300 feet from the western property line. The Fire Protection Plan, prepared by Interface Management Services dated January 2025, determined that the proposed expanded FMZ is necessary to protect life, property and natural resources from unreasonable risk associated with wildland fires.

Site Plan Adjustment Planned Development Permit (PD) Case No. PL22-0151 Case No. PL25-0018 is exempt pursuant to CEQA Guidelines Section 15183 because The specificity of the LCP identifies the protocol to reduce the impacts to less than significant, through implementation of on- and off-site restoration, preservation of ESHA, and an in-lieu fee. Therefore, projects that impact ESHA (CSS/chapparal) in the coastal zone are exempt from CEQA pursuant to the California Public Resources Code section 21083.3 and CEQA Guidelines Section 15183. Staff has determined that the proposed Site Plan Adjustment is consistent with the prior approved project (Case No. PL22-0151) which complies with Ventura County’s General Plan and LCP (refer to Staff Report Section C, Consistency with The General Plan / Coastal Area Plan of the staff report, in the Administrative Record maintained in the Planning Division). The analysis performed in the required CISBA, prepared in accordance with CZO Appendix AE-1, is consistent with the required protocol outlined in the certified Ventura County LCP. Further, the prescriptive ESHA policies and development standards which have been assigned to the project as conditions of approval, exceed the standards and criteria set for biological resources identified in the County LCP (Exhibit 6, Condition Nos. 19 through 24). As discussed below, this Site Plan Adjustment, Condition of Approval No. 19 (Avoidance of Nesting Birds) and Condition of Approval No. 22 (Compensatory Mitigation for Loss of ESHA) have been updated to reflect restoration and Expanded Fuel Modification Zone activities. The implementation of all conditions of approval from Case No. PL22-0151 would ensure impacts will remain less than significant.
