The proposed Project qualifies for the Class 1 categorical exemption because it consists of the continuation of operation of Southern California Trans/Rail for loading sealed bins containing Resource Conservation and Recovery Act (RCRA) and non-RCRA waste onto rail flat cars at 7727 Jackson Street and surrounding properties. The Project does not involve expansion of the existing site, structures, or services. The Project would not result in any construction or operational changes to the facility. The facility would continue to operate in the same manner as it has been.
