Project Description
Project Location:
North 99 Frontage Road to Jack Tone Road. See attached Vicinity Map.
Project Justification:
Eight Mile Road was constructed in 1961-62 (0.21 feet of asphalt concrete/0.50 feet of aggregate base/ 0.50 feet of aggregate subbase) and resurfaced in 1982 (0.15 feet of asphalt concrete) and 1996 (0.17 feet of asphalt concrete). The existing roadway has been periodically chip sealed and the most recent maintenance for a chip and crack seal in 2016-17.
Eight Mile Road from North 99 Frontage Road to Jack Tone Road, has moderate cracking visible along the road. The drive along Eight Mile Road is not smooth. Reports of flooding just west of State Route of 88. This road has a high volume of vehicle & truck traffic, and Overall Condition Index section rates as low as 50.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadway (32-48 feet wide) with 0.17 feet of Hot Mix Asphalt (HMA) (Type A).
2. Repairing Pavement structural failure areas with full depth 0.5 feet of HMA (Type A).
3. Replenishing 4-foot-wide Shoulder Backing: 2 feet (8%) and 2 feet to conform.
4. Constructing HMA (Type A) driveways.
5. Cleaning drainage ditches/culverts.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
