Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Manufacturing License submitted on 01/20/2021 by Natalie Bogdanov. The Project will consist of a cannabis manufacturing and distribution facility out of an existing multi-tenant building. It will occupy one unit that is approximately 2275 SF located at 3505 Cadillac Avenue, unit O-108, Costa Mesa, CA 92626. The lot area is approximately 2910 SF. The APN is 139-661-22. The project has a General Plan Land Use Designation of Industrial Park. 1035 SF will be licensed for packaging, manufacturing, distribution, and storage. The remainder will be ancillary spaces. There will be minor interior improvements to fill-in wall openings to separate licensed premises from non-licensed premises. Manufacturing will be on packaging and filling vape cartridges and pens. It was previously used as commercial storage. The new business will not involve any expansion of existing structures. The facility is adequately served by all public utilities, not in an environmentally sensitive area, and does not require a water right permit or another environmental permit. The facility is not visible from a State Scenic Highway, on the Cortese list, would not affect a historic resource, has no evidence for significant cumulative impact, or have reasonable possibility of a significant environmental impact due to unusual circumstances.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing industrial building with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial zoned. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
