The purpose of this project is to enhance safety and accessibility for pedestrians and cyclists. The beneficiaries of this project are the residents of the City of Avenal, in particular Avenal High School students. This project will install pedestrian lighting, ADA-compliant curb ramps and drive approaches, and make intersection crossings safer for all road users.

This project is exempt because the construction activities proposed by this project will consist of reconstructing or rehabilitating existing pedestrian facilities. The main component of this project is reconstructing the existing sidewalk. This project does not include the construction of any new housing or commercial structures, additional automobile lanes within the existing roadway, nor additional parking facilities; thus, the project will not result in increased vehicle trips.
