Document Description
The proposed project is the 2025 Old Timer’s Parade, an annual event, in the City of Avenal, California. This will be a one-day event that will occur on May 3, for the purpose of celebrating the City’s shared history and strengthening bonds within the community. The parade is expected to begin at the corner of King Street and 1st Avenue. The route will travel east along Kings Street, head northeast along Skyline Boulevard (SR 269), head north along 7th Avenue, head east along Monterey Street, and end at Floyd Rice Park. The parade duration, including lineup, is anticipated to begin at 11:00 a.m. and end at approximately 1:00 p.m. Following the parade, residents will be invited to celebrate at Floyd Rice Park where there will be games, a car show and food vendors. The proposed project would involve the temporary closure of streets during the parade, including portions of King Street, between Laneva Boulevard (SR 33) and Skyline Boulevard (SR 269), Skyline Boulevard (SR 269), between Central Avenue and Kern Street, 7th Street, between Skyline Boulevard (SR 269) and Monterey Street, and Monterey Street, between 7th Avenue and Park Avenue. The temporary closures would take place from approximately 8:00 a.m. to 1:00 p.m. and would be reopened on a rolling basis and when safe to do so. All affected streets shall be reopened at approximately 1:00 p.m.

Reasons for Exemption
This project is exempt because it is a temporary event that would not involve the construction of any permanent facilities, the removal of any trees, or any permanent effects on the environment, and it would consist of the normal operation of existing facilities for public gatherings. 14 CCR 15301. Existing Facilities: Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of “existing facilities” itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use. Examples include but are not limited to: (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes). 14 CCR 15304. Minor Alterations to Land: Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Examples include, but are not limited to: (e) Minor temporary use of land having negligible or no permanent effects on the environment, including carnivals, sales of Christmas trees, etc. 14 CCR 15323. Normal Operations of Facilities for Public Gatherings: Class 23 consists of the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar kind of purpose. For the purposes of this section, “past history” shall mean that the same or similar kind of activity has been occurring for at least three years and that there is a reasonable expectation that the future occurrence of the activity would not represent a change in the operation of the facility. Facilities included within this exemption include, but are not limited to, racetracks, stadiums, convention centers, auditoriums, amphitheaters, planetariums, swimming pools, and amusement parks.
