Document Description
The Kern High School District Support Facilities site houses a fleet of school buses and support vehicles for the Kern High School District and is approximately 14 acres in size. A vehicle maintenance shop is on the property along with office buildings for staff. The construction activities for this project involve the installation of two (2) solar photovoltaic canopies and forty-five (45) EV charging stations. The solar energy system would provide a total of 2,388 photo-voltaic (PV) modules with total direct current (DC) system size of 1,397 kilowatts (kW). The EV charging stations will consist of fifteen (15) 80A dual port Level 2, twenty (20) dual-port 60kW, and ten (10) dual-port 120kW Level 3 EV charging stations. The installation of the PV system and EV charging stations will involve trenching for conduits, installation of conduits and wiring, construction of concrete pads for electrical equipment, vaults and pull boxes, and parking stall restriping. The construction activities will be contained within a small footprint of a previously developed/disturbed area within the paved parking lot. The District and general community will benefit from a reduction in energy consumption and reduced energy costs.

Reasons for Exemption
The project involves the construction of two (2) solar energy arrays on elevated shade structures and EV charging stations on concrete pads. The proposed project would serve the existing school programs and would not result in an increase in student capacity or an expansion of existing use. No off-site improvements would be necessary. Because existing use of the facility as a support facility will stay the same, the project is categorically exempt from CEQA under Class· 1, Class 3, and Class 14 exemption pursuant to CEQA Guidelines Sections 15301, 15303, and 15314. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply. Additionally, the proposed project is statutorily exempt because it is consistent with CEQA Section 21080.35, which provides that solar energy systems installed on the roof of an existing building or on an existing parking lot are exempt. The project would be installed over an existing parking lot.
