Document Description
The City of Highland will convert an approximate 1,250 linear foot section of an open, concrete-lined storm drain channel, located on the north side of Sycamore Drive, to an underground 54" or 60" diameter storm drain. The proposed storm drain will join an existing 54" RCP underground storm drain at the upstream end and connect to an existing 72" RCP underground storm drain on the downstream end. A decomposed granite trail will be constructed over the proposed underground storm drain and connect to the trail that exists both upstream and downstream of the Project segment.

Reasons for Exemption
The project will remove and replace existing infrastructure in its same location with negligible expansion of existing use as both a stormwater conveyance facility and a community trail, which is consistent with the attributes of the same storm drain upstream and downstream of the Project alignment. The criteria for the exceptions to the exemptions as identified in Guidelines Section 14 CR, Chapter 3, Article 169, Section 153000.2 have been evaluated and found that thre are none.
