The Housing Authority of the County of Riverside is a Public Housing Agency (PHA) and is required to submit a 5-Year Plan and an Annual
Plan in accordance with the fonnat outlined by the U.S. Department of Housing and Urban Development (HUD) under Title 24 Code of Federal
Regulations (CFR) Part 903, Subpart B. These plans serve as a strategic planning framework for local accountability and an easily identifiable
source by which participants in the tenant-based and project-based rental assistance programs, and other members of the public, may locate basic
PHA policies, rules and requirements concerning the PHA's operations, programs and services.

The project is exempt pursuant to State CEQA Guidelines Sections 15378(b)(5) and 15061(b)(3). The Housing Authority's 5-Year Plan, Annual Plan and supporting documents are not projects as defined by California Environmental Quality Act (CEQA) Section 21065 and State CEQA Guidelines Section 15378, because they
are an administrative activity of the government that will not result in direct or indirect physical changes to the environment. The plans consist of the continuation of ongoing programs to provide housing assistance to certain low-income populations within the County and will not result in direct or indirect physical changes to the environment and as such are not project pursuant to State CEQA Guidelines Section 15378(b)(5). In the alternative, even if a determination is made that the Plans are a project subject to CEQA, the Plans are exempt pursuant to State CEQA Guidelines Section 15061(b)(3) as they will not have any potential for direct or reasonably foreseeable indirect physical environmental impact, only administrative or financial impacts. The County of Riverside Board of Supervisors has considered the Notice of Exemption pursuant to the California Environmental Quality Act (CEQA) and finds no substantial changes to the plans or circumstances under which the Plans will be undertaking necessitating further environmental documentation.
