Document Description
The County of Riverside Transportation Department is proposing to resurfacing approximately 18,950 feet (3.6 miles) of Acacia Ave from 200 feet east of San Jacinto Street to 275 feet east of Jared Lane. Acacia Ave is classified as a local street in the County of Riverside’s General Plan. Acacia Ave is a two-lane road and currently ranges from 28-42 feet wide with curb/gutter along various segments of the roadway. The proposed project will include applying an asphalt rubber aggregate membrane (ARAM), then overlay with Hy-Rap hot mix asphalt concrete. A portion of the road will be cold planed and overlain with Rubberized Hot Mix Asphalt (RHMA) Concrete. The existing pavement will be removed, subgrade stabilized and placement of Hot Mix Asphalt (HMA) Concrete. A segment of this project will be reconstructed to solve flooding issues. Additional improvements include: • Reconstruction of asphalt concrete (AC) dikes • Reconstruction of curb and gutter • Reconstruction of cross gutter and spandrels to current standards • Reconstruction of existing sidewalk • Reconstruction of curb ramps to meet current Americans with Disabilities Act (ADA) standards. • Reconstruction of AC and concrete driveways • Reconstruction of existing mailboxes • Reconstruction of existing fencing • Placement of safety edge and shoulder backing • Adjustments to utility valves • Reconstructing existing asphalt concrete swale • Reconstruct storm drainage outlet structures • Restriping of roadway, including pavement markers and reflectors • Salvage/removal and installation of new signs Hector D. Reasons for Exemption
The proposed project will not require additional right of way nor temporary construction easements (TCE). The project will extend the life of the pavement of the treated roads, which is a benefit to the traveling public. The project consists of maintenance and repair of existing public roads. There is a 1,437-foot portion of the existing roadway profile that will be regraded to improve drainage issues. There is no expansion of use of the road as a result of the project. Additionally, these projects are considered to be safety improvement projects under operation and maintenance and is subject to compliance with the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP). In accordance with Section 7 of the MSHCP, necessary operation and maintenance along existing roadways are considered a covered activity outside/inside of cell criteria area/conservation areas. This project is considered to be operation and maintenance; therefore, it is a covered activity under the Western Riverside County MSHCP. A number of landscaped areas with mature trees is present within the proposed project area therefore, a nesting bird survey will be conducted prior to any work being initiated. A preconstruction nesting bird survey will be conducted pursuant to the Migratory Bird Treaty Act of 1918 and California Fish and Game Codes Section 3500, 3503, 3503.5, 3513, and 3800. The Riverside County Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following: Section 15301 (c) – Existing Facilities –The project proposesto resurface approximately 18,950 feet (3.6 miles) of Acacia Ave from 200 feet east of San Jacinto Street to 275 feet east of Jared Lane. The project in its entirety is consistent with Section 15301(c) because it does not create additional automobile lanes and involves no expansion of use of the existing roadway and associated facilities.
