Document Description
The Orange and Central Community (Community) is consolidating with City of Fresno’s existing public water system. The Project entails the installation of approximately 400 feet of 16-inch water main along the front of existing residences on S. Orange Avenue and 2,600 feet of 8-inch water main within the Public Utilities Easement along E. Central Avenue. Additionally, the project involves the installation of approximately 12 1-inch water meters and connections, six fire hydrants, and the destruction and abandonment of up to 12 private wells. Once this work is complete, the City will connect twelve single family homes with the City’s water system and will provide water service to these properties, pursuant to extraterritorial service agreements that will be executed with each property owner.

Reasons for Exemption
The Project entails the installation of approximately 400 feet of 16-inch water main along the front of existing residences on S. Orange Avenue and 2,600 feet of 8-inch water main within the Public Utilities Easement along E. Central Avenue. Additionally, the project involves the installation of approximately 12 1-inch water meters and connections, six fire hydrants, and the destruction and abandonment of up to 12 private wells.
The modifications are to an existing publicly-owned facility, used to provide water services, that will not increase capacity of the overall water system or cause any expansion or development. Rather, it would connect existing water services to existing residential properties and have them safely destroy existing private well. Construction would occur in existing roadway and possibly within affected parcel frontages involving negligible or no expansion of capacity.
