Document Description
The purpose of this project is to improve the function of the corridor to meet the ultimate General Plan conditions by widening the north side of Avenue 52 between Madison Street and Monroe Street to provide bicycle and pedestrian facilities with new curb and gutter and sidewalk and to close the sidewalk and bike route gap within the project limits. This project proposes to construct curb and gutter, 6-foot-wide sidewalks, and a Class 2 Buffered Bike Lane along the northern portion of Avenue 52. Improvements at the western limit of the project would tie into the existing improvements 400 feet east of the intersection at Madison Street while improvements at the eastern limit would tie into the intersection at Monroe Street. The project disturbance area will include proposed improvements and a temporary 10-foot buffer during construction within the City of Indio. Approximately 4,800 linear feet of sidewalks and bicycle lane will be constructed, including driveways within the project extent and pavement reconstruction and/or rehabilitation. The majority of the proposed improvements are expected to be within the existing right of way of Avenue 52. However, additional rights of way necessary for the project, approximately 41,250 square feet, will be acquired adjacent to the sidewalk improvement area, south of existing power poles to avoid relocation. Improvements to Avenue 52 will include the construction of curbs and gutters within the project area. To improve drainage conditions, the project will include necessary drainage improvements within the existing and proposed right of way. These drainage improvements will consist of storm drain pipes of varying lengths that are up to 60-inches in diameter and result in approximately 10 feet of additional excavation below the existing ground. Catch basins with local depressions are placed at the low points of the street and at the downstream end of each storm drain to collect and convey the street flow to the underground pipe for storage and infiltration.

Reasons for Exemption
The project is categorically exempt from the California Environmental Quality Act (CEQA) under §15301 Class 1, which exempts from CEQA any project that consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Specifically the proposed project is consistent with §15301(c), which includes existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes. The project involves the construction of sidewalk and bicycle lanes as well as drainage improvements. The project would not create additional automobile lanes. The proposed project represents a minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use and is therefore exempt.
