Document Description
The Vermont Transit Corridor Project (Project) is a bus rapid transit (BRT) project that would extend approximately 12.4 miles along Vermont Avenue from its southern terminus at 120th Street, south of the Vermont/Athens Metro C Line Station, to its northern terminus at Sunset Boulevard, at the Vermont/Sunset Metro B Line Station in Hollywood. The Project would include roadway modifications and construction of 26 BRT stations at 13 station locations. The proposed BRT station locations would include platforms, canopies, seating and other patron amenities. In addition, two existing bus layover facilities would continue to be used as a part of the Project at the northern and southern termini of the Vermont Corridor. The Project is intended to provide a high-quality transit alternative along Vermont Avenue from 120th Street on the south to Sunset Boulevard on the north. The Project would address the mobility needs of the Vermont Corridor’s historically underserved and underinvested communities, including alleviating existing transit and multimodal network challenges. Goals of the Project include improving transit performance, enhancing the customer experience and investing in the community’s transit infrastructure.

Reasons for Exemption
PRC Section 21080.25(b) (as amended by Senate Bill 922) exempts the construction of BRT on existing public rights-of-way in an urbanized area, including the construction of stations, from review under the California Environmental Quality Act. The Project meets the additional requirements for a statutory exemption under Senate Bill 922 with the preparation of a racial equity analysis, business case analysis and residential displacement analysis, and by holding noticed public meetings. Therefore, the Project is exempt from CEQA requirements pursuant to PRC Section 21080.25(b).
