Document Description
The Board of Harbor Commissioners approved to execute a subaward agreement with the Alliance for Renewable Clean Hydrogen Energy Systems for Phase 1 of the Port of Long Beach Hydrogen Hub Project. Phase 1 consists of planning and development for which the Port will be required to develop, complete, and administer plans and templates including the Community Benefits Plan, Project Management Plan, Project Schedule, Baseline Development and Delivery, Data Management Plan, Security Framework and Cybersecurity Plan, Program and Project Controls Reporting Template, and Environmental Information Volume Template.

Reasons for Exemption
The Common Sense Exemption states that the California Environmental
Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment. It can
be seen with certainty that there is no possibility that the execution of the subaward agreement and Phase 1 would have a
significant impact on the environment. The ARCHES project is intended to reduce greenhouse gas emissions, air pollution,
public health impacts, and negative economic impacts to communities adjacent to the corridors and facilities used for goods
movement.
