Document Description
Approval of a Winery Use Permit Minor Modification. The request includes authorization of the following modifications: (1) Construction of a new 4,925 square-foot winery (3,735 square-feet of production space and 1,190 square-feet of accessory space) including covered crush pad; (2) Enclosure of an existing 469 square-foot mechanical yard; (3) Demolition of the existing 1,248 square-foot winery and 850 square-foot storage barn; (4) Increase in wine production from 3,500 gallons per year to 20,000 gallons per year; (5) Establishment of by appointment tours and tastings for a maximum of 19 visitors per day from 10:00 a.m. – 6:00 p.m., Monday through Sunday; (6) Establishment of a marketing program allowing 10 events per year for up to 30 guests and one (1) wine auction event per year for up to 100 guests; (7) Increase employees from one (1) full-time and one (1) part-time, to three (3) full-time and two (2) part-time employees; (8) The addition of 17 parking spaces; (9) Installation of two (2) new wastewater treatment systems, one for process wastewater and one for domestic wastewater; (10) Installation of four (4) 10,000-gallon fire water storage tanks and hydrants; and (11) Reconfigured access to the winery directly from Big Tree Road across an existing road on property owned by the applicant (APN 022-060-015) which is contiguous to Big Tree Road.

Reasons for Exemption
In approving the above application, the proposed project meets the criteria for a categorical exemption under §15303 (Class 3, New Construction or Conversion of Small Structures) of the State Guidelines and under Appendix B of Napa County’s Local Procedures for Implementing CEQA (Additional Categorically Exempt Projects in Napa County), Item No. 10 – Construction and operation of small wineries. The project site is not included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. Furthermore, operation, repair, maintenance or minor alteration of the existing structures in conformance with the determined extent would be exempt pursuant to Categorical Exemption Class 1 (“Existing Facilities”) CCR §15301. [See also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B]. This project site is not included on a list of hazardous material sites compiled pursuant to Government Code Section 65962.5.
