Document Description
The City of Redding (City) will construct a water improvement project in various locations. The project includes the installation of approximately 11,500 linear feet of new water line and approximately 55 new valves. Fire hydrants will be replaced or rehabilitated, water meters will be relocated, and water service will be reconnected. The existing water lines and valves will be abandoned in place. Construction and maintenance access requires the acquisition of twelve new public service easements. Work will be conducted within the right of way and within existing and newly acquired public service easement areas. The public will be notified of any traffic restrictions.

Reasons for Exemption
Class 1 exemptions include the minor alteration of existing public structures and facilities. Class 2 exemptions consists of replacement or reconstruction where the new structure will be located on the same site and will have substantially the same purpose and capacity. Class 5 exemptions consist of minor alterations in land use limitations, which do not result in any changes in land use or density. The existing utilities will be replaced to provide reliable service that meets public health and safety standards. The project will be located in the right of way and within public service easements. The project will not create changes in land use or density, and the project will result in a negligible expansion of use. The action area does not have significant values for wildlife habitat or other environmental resources and the project has no potential to have a significant effect on the environment.
