The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15332 (Class 32) of the CEQA guidelines for in-fill developments as it meets all the categorical exemption criteria included in Section 15332 (Class 32) of CEQA; it is consistent with all applicable general plan designation, general plan policies and zoning designation and regulations; it occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; the project site has no value as habitat for endangered, rare, or threatened species; and, approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.
