Document Description
The Project site is the northern portion of the former El Portal School parcel, which has now been split into a northern and southern parcel with separate Assessor Parcel Numbers, respectively 416-140-052 and 416-140-053. The northern parcel (Project site) is an empty lot previously occupied by abandoned school buildings that have been recently demolished. The southern parcel was previously occupied by the El Portal Soccer Fields Park and was developed into a self-storage facility in 2022. The Project is intended to serve the San Pablo community by creating a new and park with recreational amenities on the approximately 4.867-acre Project site. The primary recreational facility of the proposed park would be an approximately 1-acre soccer field either composed of synthetic turf fiber carpet with natural or crumb­ rubber infill over compacted aggregate base with flat drains and geo-textile fabric, or turf. The proposed park is also tentatively planned to include a small amphitheater/stage area to accommodate the historical event uses of the previous El Portal Soccer Fields Park. The Project would involve construction and installation of a limited number of new, small facilities and structures, including a synthetic turf soccer field, a small amphitheater/stage area, a basketball court, two playgrounds, passive lawn spaces, a loop trail, a picnic area, a stormwater basin, restrooms, and parking. The Project would also include installation of water main, sewage, electrical, and irrigation extensions to serve these small facilities and structures.
